Discussion and Adoption of WSHIC 2023 Water Conservation Plan

The Woodland South Hills Irrigation Board of Trustees will hold an open board meeting Monday,

November 13 th at the Francis Town Building, 2317 Spring Hollow Road, Kamas, Utah at 7:00 PM.

The purpose of this meeting is to provide information and an opportunity for company stock share

holders input, board discussion, and a vote for the adoption of the final approved version of the 2023

Water Conservation Plan as required by the Utah State Division of Natural Resources, Water Resources.

This meeting will be open to all Woodland South Hills Irrigation Company stock share holders.

Magnesium Chloride Road Treatment Schedule of Events

Dust Suppressant and Road Base Binding Agent

 

-        Tuesday June 28th – Thursday June 30th

New road base material will be applied to the most offensive portions of the roads to be treated.    

 

-        Friday July 1st – Monday July 4th

Wet roads with water truck, grade, and rake.

 

(The goal is to repair washboards, potholes, etc. while leaving a soft sponge like road base to best receive the magnesium chloride, driving on roads during this time should be avoided as much as possible.)

 

 

-        Tuesday morning July 5th

     Wet roads again prior to 9 am when Magnesium Chloride is expected to         arrive, treatment will take less than 1 hour.

 

(Following treatment residence are advised to drive all over the roads in order to best ‘pack in’ the treatment.  Please plan on driving at or below the 15 MPH speed limit for the first 24 hours to keep the new material on the road and avoid it from caking the inside of their wheel wells and the the outside of their vehicles.)

Gate Keypad Replacement and SOS Emergency System installation

Over the past month a new project has been underway to replace the entry keypad, as well as install an SOS Emergency Response Access as required by the state of UT. This new entry will allow emergency vehicles to gain entry to the neighborhood without an opener, and without having to stop at the keypad to enter a code. Based on line of site, as soon as the emergency vehicle crosses the bridge, they will be able to activate opening of the gate similar to owners with a garage or programmed vehicle entry.

Magnesium Chloride Plan (2019)

For the past few years we have all seen the benefits of the application of Magnesium Chloride. It not only eliminates the horrible dust clouds that many members along the roadway have to contend with, but it also hardens the road surface. For many it has been “Life Changing” . Because of allergies and the overall benefits that it provides the board has passed a motion to continue to apply the application each year until the roads have soaked up enough to no longer need it.

As one of the few people that work on the roads, both summer and winter. Jason and I both agree that it has made a huge difference in the well being of our roads especially after heavy winter snowfall like the past few years. In my opinion the roads in the association are in the best shape they have ever been. Especially when you think of the amount of traffic we currently have and which only will increase in the future. To keep the costs down the plan will be that we do the lower half of the association one year and the upper and outer half on the second year. That way we can get all of the association covered every other year. This years application covered about 90% of association roads.instead of just doing the upper half.. The reason for that was due the amount of repairs that was needed to be done on the water system which I’m sure many of you noticed.

We would like to remind you that after it has been applied, drive slower than normal until it dries and make sure you spray off your vehicles . Magnesium Chloride is high in salt and will corrode the metal of your vehicle if it is not sprayed off.

2019 Water System Maintenance ( Multiple leak repairs)

As was reported at the Fall Semi-annual meeting we have had a major leak in the system that has prevented us from using just one pump and for many months have had to rely on both pumps. This Spring it became even more dire when we could only use the smaller back pump. A leak detecting company was hired to find the leak so the water company could begin the repairs. After several days the first leak was found and fixed. Then the second was found. Each time a leak was found and repaired the pumps would be turned on the pressure would build then the next leak would burst. In all five leaks were dug and repaired.

Because of the hard work of the water company and other volunteer association members the leaks have been repaired and so far we have lifted the ban on water usage and are properly pressurized. We appreciate your patience with all the construction zones that this has caused as you’ve tried to navigate through the effected areas. Keep your fingers crossed for a quite rest of the year.I personally would like to thank all of the workers that have been helping to keep our homes with the best water around,

2018 Road Improvement Project

The goal for the 2018 work season was to tune up the roads by covering them with some nice 2"rock. Due to the early spring and lack of a winter snowfall we were able to start early and at the present we are 10 loads short of completion.  If you would like to see what the road looks like in front of your property or the association in general, take a look at the following videos. We would like to Thank our group of volunteers who made this possible. We would especially like to Thank Jason Smith for doing all of the driving in the dump truck. We were able to rent a dump truck and I was able to talk Staker Parsons in letting us pull material from the Francis pit.  We were able to apply 49 loads this week.  We still plan to rent a dump truck for one more day so that we can get up to 10 loads more to make sure that all of the roads are completely covered. As you can see it turned out "Fantastic"!

Sage Lane road extension

We are also extending the road on Sage Lane. As always it hasn't always gone as planned as you can see. The first day of work ended when I buried the road grader to the axles. After digging the grader out, we were able to get the road grader out. We plan to add the additional material by the end of the summer in order to build up the road to keep it from becoming a muddy mess.  Due to a milder winter and a lot of extra work the road is basically completed as you can see. We will need to add two more loads this spring to finish . Next to the upper Loop! Yippy Skippy!

HIGH TIDE

This year's snowfall was 186% of normal and was record setting.  The forecast for Summit /Wasatch Counties and the Provo River was predicted to be a greatly increased level of river runoff flow and severe flooding.  Since the last time we had a high flood forecast it cost about $35,000 to fix the damage,  the board completed the Bridge/River Improvement project.  Luckily we experienced cooler Spring time temperatures which gradually thawed the snow pack.  Even with the gradual thaw the runoff was impressive. All of the area's lakes are full and overflowing with a continued high level of flow in the Provo River.  The attached pictures show the results of the dredging project. We were able to handle the increased flow of water and debris floating down the river without damaging the bridge or any of the roadways. This is also the first year of high water that the water didn't flow over the bridge.  With digging out the river rock under the bridge it was able to handle the increased volume and flow of water.   As a side note, we were visited by the county's Emergency planning Commissioner who praised our Association for the proactive way we avoided a possible disaster.

River / Bridge Improvements

We have decided that it is time to dredge the river under the bridge in order to avoid another tree being stuck against the bridge and destroying the footings and possible the entire bridge. And we saw in the spring of 2006, it doesn't take long for a lot of damage to happen when items are stuck and diverting the water to the wrong place  during runoff season.  To fix the damage in 2006 was around $35,000. Because of the increased snowfall this year the National Weather Service has estimated that we are at 180% of normal. So there will be a high risk of flooding this spring.  For that reason we have planned to rent some equipment and with a few volunteers we hope to be able to dig out about 4-6 feet under the bridge. We will also be pulling product out of the river about 100 feet before  approaching the bridge and another 100 feet past the bridge.  Hopefully that will allow the river to be able to move all of the debris that ends up in the river during runoff and be able to get that debris to pass under the bridge without any damage to the bridge or side banks of the river.  We will be using the product(river rock) from the river to build up the side banks. Any additional product will need to be hauled away from the river.  Any additional product will be stored on the  lower common lot for the short term. Any additional product will be distributed as needed.

Rear Gate Relocation

Rear Gate Relocation

Although we have tried to move the rear association gate every work day for the past 4 years, we have never been able to get that accomplished. We are now excited to confirm that the gate was moved and has been installed on the right of way for the association. Once it has finished settling in place, we will put the padlock back on it. The new code for the lock is 8346 . As you will see, on the side of the gate is a walkway-quad access. That way you can pass without having too open the gate. Eventually, we will have a camera installed to monitor the back gate and pump house. It's important for our association members to help with the security of our neighborhood. When you witness anyone trying to manipulate the gate without the code or is a stranger to you, notify one of the board members so we can check on any problems.

Culvert Replacement

The culverts that are located at the front gate have been crushed with the weight of all of the traffic and deliveries that have happened in the last 20 years. We have prepared the area and will replace the culverts. The plan is to use two bigger culverts and we will widen the entrance at that point by extending the culverts wider than they are presently. A new loop will be installed for the gate after the installation has been completed.  The main reason for replacing the culverts is to increase the volume of water that is able to go through the culverts. This is especially important during the spring runoff periods. There have been several years when the run off has flown over the banks and destroyed the road. With the new culverts installed we will be better prepared for any increase flow in that ditch.
